It’s a good news for customers from both France and U.K. The iPhone 4 is now up for pre-order and it’s SIM-free (or what so-called factory unlocked). That means you can sign up with any carriers (as long as it’s a GSM network and supports micro-SIM). Here is what Apple mentioned in its website:

When you purchase your iPhone from the Apple Online Store, you’ll get it commitment-free. So you can sign up for service with the carrier of your choice and change your carrier at any time. Questions? Call our iPhone experts at 1-800-MY-APPLE.
Starting from June 15, the iPhone 4 is available for pre-order in U.S., France and U.K. As expected, AT&T is still the exclusive carrier in U.S. and customers are required to sign up the data plan with the carrier. For customers in France and U.K., you are free to select your own carrier for your iPhone 4. But expect to pay a premium for SIM-free iPhone.
In U.K, the SIM-free iPhone 4 is available for £499 for the 16GB model and £599 for the 32GB model. In France, it is available for €629 for 16GB and €739 for the 32GB.
